Prepaid-interest plan
Interest is collected up front; the customer receives the principal less the interest, and the instalments repay the principal.

Example: 250,000 TL, 24 months, 4.17% a month, KKDF 15% and BSMV 15% included. Assumed in the example: 20,000 TL of interest paid up front. On this plan the first instalment is 25,998 TL, the last 17,358 TL, total interest 148,139 TL. The total repaid is 10,224 TL less than on the standard plan. Not a bank's offer.

Net drawdown
The total interest and its tax are deducted on the drawdown date; Bankacı shows the net amount separately, because that is the figure asked for.
Who it is for
Banks that offer prepaid-interest products, and customers who want the whole cost visible from day one.
The tax is paid up front too
Because the interest is collected at drawdown, KKDF and BSMV are worked out and deducted at the same moment. What the customer receives is the loan less both the interest and the tax; Bankacı states the three amounts separately.
The headline rate misleads a comparison
Two offers can carry the same nominal rate and leave the customer with different amounts of money if one of them charges interest up front. The comparison belongs on the net advance. A customer who needs a particular sum in hand needs the loan written for more than that.

Is the effective cost higher?
At the same nominal rate, yes: the interest is paid up front so the net amount used is lower. Bankacı reads the total cost against the net drawdown too.
What does the customer receive?
The loan amount less the interest collected up front; Bankacı shows the net drawdown separately.
What do the later instalments pay?
With the interest taken at the start, the remaining instalments repay the principal; the schedule shows each one and the balance left.
